Time flies! It was not very long ago we were busy preparing for the Inauguration of District Governor, Installation of District Cabinet Officers, and Clubs’ Installation of Board of Directors for FY 2009-2010, and now the FY2009-2010 has come to an end

Fellow Lions & Leos, I’d like to take this opportunity to extend my gratitude and heartfelt thanks to all Past and Present Officers of Association, as well as, to you for your encouragements, advices, guidance, assistances and support rendered to me. And, I thank you for working and serving together as a team. It was certainly our joint efforts, hard work and cooperation from each and everyone in the District that contributed to the success of FY 2009-2010.

Yes! We have moved! And, we have grown in

providing qualified services to the community at large;
working in collaboration with other NGOs and corporate companies, like McDonald’s for the long term cleft lip project;
enhancing our Lions and Leos with leadership training and development;
carrying the torch of Lionism and reaching out to a wider expanse through club extension of 5 new clubs, 1 branch club and 5 Leo clubs,
recruiting 416 new members to our Association, having good retention with minimum dropped of 146 members thus achieving a net gain of 270 new members, i.e. 15.4% growth as at 30/6/2010,

My journey as District Governor FY 2009-2010 has been a meaningful and delightful one, as I have all of you……...a team of splendid District Cabinet Officers, Club Presidents and Lions members who are active, who are committed, who share the same beliefs, and above all, who are always there as my companions. Thank you my fellow Lions, for assisting me when I needed help; prodding me on when I waiver; encouraging me when I was down and celebrating with me when we reached a certain milestone together. Revised Club Suspension Policy

Revised Suspension Policy

In April, 2010 the Board of Directors approved an amended policy, effective July 1, 2010 that affects Clubs that have not paid their club balances on time. The policy is as follows:

A Club which has an unpaid balance in excess of US$20 per member or US$1,000 per club, whichever is less, outstanding past 120 days will be automatically suspended including the charter, rights, privileges, and obligation of the Lions Club. In the event, the Club does not reach an active status by the 28^th of the following month the club’s charter would be automatically canceled.

Suspension is the temporary deferment of the charter, rights, privileges and obligations of a Lions club due to an unpaid balance.

Clubs on suspension shall not:

(a) Conduct service activities

(b) Conduct fund raising activities;

(d) Participate in any voting procedures outside of the club

(e) Endorse or nominate a candidate for district, multiple district and international office;

(f) Submit Monthly Membership Report and report forms;

(g) Sponsor a Lions club, or organize a Leo or a Lioness club.

Clubs on Suspension shall:

(a) Hold meetings to discuss the future of the club and identify the steps needed to regain an active status.

(b) Make payments to clear the existing outstanding balance, or request a payment plan.

This revised policy has serious consequences for clubs that are in arrears in paying their club balances. This policy could affect Clubs that have as little as two per-capita billings or less unpaid at 120 days. Clubs placed on suspension may regain an active status by sending payments sufficient to pay the balance. A re-activation report will not be required to regain an active status, however, officers should immediately review and update the membership roster after a Club is released from Suspension.

Dues are the primary source of income used to support the programs and services provided to our membership. Regular and prompt payment is expected to ensure continued support of this great operation.

狮会亚洲文化表演呈献多国精彩节目

（古晋4日讯）由国际狮子会第一区，308专区动员及统筹的“狮子会亚洲文化表演会”将于本月29日在古晋举行。

这项活动目的在于通过各国间的民族知识与生活经验的交流，经验分享，促进各国间的了解，创造世界和平契机。副首席部长拿督巴丁宜陈康南医生当是晚主宾。

根据筹备会主席温友发披露，届时，多个来自砂拉越、马来亚半岛、以及其他东盟国家及亚洲以外的文化剧团将呈现近三个小时精彩绝伦的文化大汇演。

表演者将会以一身充满文化象征的服饰装扮和珠宝饰品为我们倾诉每一个文化的精彩。此外，一些较为特别的民族表演如伊班土风舞蹈和肯雅兰舞蹈也将由本地舞蹈员向远道而来的国外朋友们一一展现。

同时，让人容易朗朗上口的马来Ronggeng跳舞音乐，以及生动的马来西亚华人醒狮表演也会在当晚呈现。

配合文化表演的举行，狮子会将在前一天举办专题文化研讨会，目的在于通过多方面的

亚洲文化探讨，进而更深入的认识、了解彼此间的文化背景、动态、影响。届时来自马砂大学和本地多家大专院校也会参与。

研讨会的主题是《以文化促进了解与和平》，主办局将以多方面角度来探讨民族文化与狮子会的文化之间的相互影响也牵绊的因素和可能性。希望能够通过这样的讨论，从而获知在未来的日子里，狮子会能够通过何种文化活动来帮助社会，并有效的促进世界的和平共处愿景。

Message to Lion Leaders from International President Eberhard Wirfs March 2010

Dear Lion Chai,

I'm writing to share good news. Our net membership growth continued through February, reaching +22,879 compared to +14,042 for the same period last year. New club formation is also surging ahead reaching 1,002 new clubs compared to 841 last year, the best results in 12 years. The momentum continues in March since we've now crossed plus 25,000 in the first two weeks.
While our results are impressive, my Move to Grow theme is really about moving in new directions and responding to the evolving needs of both our communities and our members. Because if we respond to our changing world -- and pursue the opportunities it presents -- membership will take care of itself.

So let me highlight some important new ways in which we are moving.

Family & Women Membership

First, our noteworthy membership results are being fueled by more clubs inviting more qualified women and family members. Women now account for 22% of our membership, surging to over 290,000. And it's happening in every part of the world. For example, I was in Japan last week - where historically women's membership lagged other areas - and was pleased to learn that four multiple districts there are up in membership substantially, and 90% of that is due to women and family members joining our ranks.
And with regard to family membership, we know that in many parts of the world more and more people want to volunteer and serve alongside their family members. It might not be a viable option for every club, but certainly every district should have room for family-based clubs ─ clubs that might need to meet at different times and pursue different types of service projects that can involve the whole family. It appears that many clubs are responding to this opportunity, since we now have more than 164,701 members, or 12.5% overall, as part of a family unit. Leo Clubs

We've also worked to Move to Grow our Leo clubs, rebranding all the Leo club materials and creating the LeoZone section on our web site. The new materials are certainly more appealing, but more importantly, we are now speaking to young people in their language and in ways they prefer to communicate - especially through the internet. For example, our new Leo Facebook page boasts 1800 members. It's a special place where Leos can come together online, share ideas and connect with Leos in other countries. Leos now also have their own online membership database - the LeoMMR - so we can all communicate better with each other. E-mailLeommr@lionsclubs.org if your district or club has Leo clubs that are not online or for more information on Leo efforts.

Technology

Even older people like me, or shall I say 'mature' people, can take advantage of new technologies to communicate. In January, I participated in several online webinars - seminars done over the internet - with more than 300 DG Team members in North America, Japan, and South Asia and Africa.
In the course of three hours, over three sessions, I was able to travel across many time zones, from California to Tokyo and back, to interact with our DG Teams without even leaving my office.
I'm now hearing about Lions clubs and districts all over the world that are using webinars, and even online video conferencing, to get more work done and to connect with more Lions. And even LCIF, our foundation, has made more use of technology by raising $140,000 online for Haiti in a few days and in posting daily updates on our relief work in Haiti.

So, as you hopefully see, my Move to Grow theme is not only about growing physically but about growing in new ways as an organization, to set new sites and goals to achieve, and to move in new directions to ensure we remain the world's largest, most active and attractive service club.
I am convinced that we are moving in the right direction. The results so far speak for themselves. But again, let's continue to move even faster so we can make this the greatest year in our history, one that puts LCI on the path to an even brighter future as we stretch ourselves in new ways and MOVE TO GROW.

MERL Revitalization

Dear Council Chairpersons, District Governors, First District Governors and Second District Governors:

The Multiple District and District MERL Team Program (Membership, Extension, Retention, and Leadership) was initiated in the early 1990's. At the October 2009 Lions Clubs International Board meeting, International President Eberhard Wirfs appointed a working group of International Directors to assess the current MERL program.

The working group of International Directors is identifying opportunities to strengthen/enhance/revitalize and improve the program in order to achieve our membership and leadership development goals. Further discussion will take place at the April 2010 Lions Clubs International Board meeting.

In the meantime, the appointment of Multiple District and District MERL Chairpersons in the Constitutional Areas of: South America, Central America, Caribbean and Mexico; Australia, New Zealand, Papua, New Guinea, Indonesia and the South Pacific will be postponed until further notice. In addition, Constitutional Areas not scheduled to rotate MERL Chairpersons on July 1, 2010 are requested not to submit changes to their current chairpersons until further notice.

LCIF Committed to Relief Efforts after Earthquakes

Dear Lion,

I am sure you were equally shocked when you learned of the 8.8 magnitude earthquake that struck Chile. As with the Haiti earthquake and other past natural catastrophes, LCIF responds quickly to ensure those impacted get the aid they need, but the Foundation is also committed to long-term relief.
Our efforts continue in Haiti, where Maureen and I visited last week. We were amazed to see what the Lions of Haiti are doing to restore stability to their country and know that the Lions of Chile will bring the same service to their communities.
Together, we are all working to bring hope to the people affected, displaced and suffering.

Responding to the Chilean Earthquake
LCIF is committed to bringing aid to communities impacted by the recent earthquake in Chile. The earthquake is one of the largest ever recorded, resulting in more than 800 deaths and leaving 2 million people displaced. Three emergency grants have already been awarded, each for US$10,000, to Districts T-1, T-2 and T-3 in Chile. District T-3 includes the city of Concepcion, one of the hardest hit areas in the country. Visit the LCIF Web site for the latest news.

Lion Shares His Story
"I am really happy to be a Lion and be a part of the response of Lions International to the disaster in Haiti. As part of my contribution, both as a Lion and an Environmental Health Specialist, I was in Haiti for seven days to assist in the delivery of health care and the distribution of food. Tent Cities Give Haitian People Home, Hope
Three tent cities, housing 3,000 people total, have been established in the Port-au-Prince neighborhoods of Delmas, Blanchard and Carrefour-Feuille and an additional 240 tents are being sent to the region. Lions are now working to fully equip these tent cities with sanitation, kitchens and health clinics. Still, the creation of more permanent housing is becoming increasingly important as the rainy season approaches. The need will be great for many more years to come, and LCIF's long-term efforts ensure that communities, lives and families will be rebuilt.

Partnering Furthers Immediate and Long-term Impact
Lions are working with local leaders, government officials and other non-governmental organizations (NGO) in Haiti to further leverage our immediate and long-term impact. While on a visit to Haiti last week, Chairperson Brandel, along with other Lions leadership, met with the United States Ambassador to Haiti, the Mayor of Port-au-Prince and other NGOs. They all pledged their support to Lions' efforts. LCIF's experience in rebuilding communities after past natural catastrophes has shown the importance of establishing partnerships for the long-term.

Message to Lion Leaders from International President Eberhard Wirfs

Dear Lion Chai,

I am very pleased to report that we continue to break historic trends this year. Through January, our net worldwide membership was + 15,808, more than double last year at this time and the best results in more than a decade. And the momentum continues in February as we cross the plus 17,000 mark in the first week.

These are truly gratifying for results and, to me, it's a very clear signal that many of you have embraced the "double strategy" ─ a strategy in which we continue developing membership and forming new clubs while also increasing the average size of existing clubs and rejuvenating 'club life' to keep more Lions from leaving in the first place and to grow our service. By growing and nurturing existing clubs we will soon find out that we no longer have retention problems.

And we now know that increasing the size of existing clubs can be done. Because we have 34 district governors who earned theYears End Celebration Ginkgo ─ an award which recognizes districts that increased the average size of existing clubs between September 1 and December 31, 2009. Some doubted whether any district could achieve it. But these governors proved everyone wrong.

So please join me in congratulating the first 17 district governors (listed right) who earned the award. I will have more District Governors to recognize next month as further results are confirmed.

Meanwhile, we all know that the next five months, from now until June end, will determine if this will be the greatest turn-around year in Lions history ─ a year in which we become stronger in all constitutional areas. I certainly believe it can be, and that it will be.

But your continued leadership and further actions will be required to make it happen. Consequently, I have decided to initiate a final ginkgo honor - to be called the Ginkgo Leadership Award - to motivate our next actions and to bring us to a successful year end. I am emphasizing the word "Leadership" because what I am proposing will require coordinated team work - and action - between DG Teams, cabinet members and club presidents.

I am convinced that because of your leadership, and the strategies we are pursuing, that we can Move to Grow our association in new directions and in new ways like it never has before. The success of 2010-11 can indeed shape LCI's future success for years and years to come, but only if we finish what we've started, build on these great results, and don't slow down in the coming months.

Please know that I stand with you and I am here for you. So don't hesitate to contact me if I can be of any personal assistance.

Warm greetings.. I like to inform that the District is to hold a Train-the-Trainer Workshop from 26th - 28th March 2010 which the venue is at the Harbour View Hotel, Kuching.

It is open to all in the District Trainers as well NON Trainers. The fee is $120.00 inclusive of accommodation on sharing basis at the venue hotel as mentioned, main meal & training facilities. Participants are to bear your own transport and travelling expenses to the workshop.

It is also limted to maximum 20 participants and is on a `first -come- first` basis`. All payment can be either pay into the District Bank `s account in Alliance Bank Bhd,Tenom which account no is 1015 000 1000 4289. Please ensure that you fax and extend the undersigned a copy of your bank-in slip for further action and records.

Alternatively, participants can attached your payment cheque with the Comfirmation Form when sending to the undersigned.

We also like to inform that there will be a 1st MD 308 Trainers Presentation Contest 2010 on the 30th April 2010 during the coming 48th MD 308 Lions Convention to be held in Singapore. For this, our District 308-A2 will be represented by two Trainers who will be selected during this mentioned workshop in Kuching. On the details of the selection and the representative will be advised once obtained.

My Fellow Lions, the credit to this remarkable achievement over the past 6 months should go to YOU! It is YOU who made it happened for I can not do it alone. Without your support, hard work, selfless contributions, love and believe in Lionism, it would not have been possible. As the Chinese says, “good things always come in pair” 好事成双. I am pleased to inform you that LCI has on 22^nd January 2010 approved the charter application of another new club, Lions Club of Kota Kinabalu Asia City, sponsored by Lions Club of Kota Kinabalu Metro. This is the 4^th charter in our District for FY 2009-2010. On behalf of District 308-A2, I welcome Charter President Datin Liang Su Chuan and the other 29 charter members of LC Kota Kinabalu Asia City to Lionism. With PDG Datuk Dr. Ting Ing Chiew and Past President Chew Sang Hai serving as the Guiding Lions, I have every confidence that LC Kota Kinabalu Asia City will grow from strength to strength.

At this juncture, may I also remind all Club Presidents to please look into the succession plan for the future growth of your club. February/March are the month that you should have your club’s nomination/election of new office bearers for the next fiscal year. It is also time to endorse the voting and alternate voting delegates representing your club to voice out and make decision at the 48^th MD 308 Lions Convention in Singapore from 29/4 through 2/5/2010.

While our District has achieved growth in membership, I am extremely pleased that most of the Lions and Leo Clubs in our District are performing very well. More hands means better services!! More clubs cover a wider expanse of our services to the community. Service projects and activities are carried out by all clubs each month, be it visitation to the old folks home, children home, youth activities, educational, environmental, sight first, diabetes, drugs awareness, health and community projects at urban or rural area. Special Message from President Wirfs on Lions Haiti Relief Efforts

Dear Lions of the World,

It is with great sadness that the world's attention is focused on the devastating earthquakes in Haiti that left 1.5 million homeless, up to 200,000 dead, and countless injured and traumatized. It will take years for the country to fully recover, but we know that Lions will be there every step of the way.

Just like Lions have done with the South Asian tsunami, Hurricane Katrina, the Sichuan earthquake in China and other calamities, Lions and LCIF will be there for the both the short- and long-term - providing immediate aid now but also working to rebuild communities, to restore hope and to support those affected for as long as it takes.

If there is one thing that makes Lions unique from other service agencies, it's that we commit for the long term and we work within the affected communities - through our local Lions -- to rebuild for a better tomorrow. The Haitian Lions are our brothers and sisters, members of our international family, and we will never let them down.

As you are likely aware, Lions have already moved swiftly to provide immediate assistance despite the coordination challenges. Lions relief tents are being shipped from Sweden; Lions from Canada on a mission in Haiti during the quake gave first aid assistance during the first hours and days; and Lions in the Caribbean area are sending aid over land and by sea. Additionally, a coordinating committee of Lions in Haiti, Dominican Republic and nearby countries are actively planning for the next steps, and our foundation chairperson, Al Brandel, immediate past international president, will be traveling there to meet with them beginning tomorrow.

Naturally, the response by Lions to LCIF's Lions Hope for Haiti donation appeal has been tremendous. Within days, we have already mobilized more than US$350,000. By the time you receive this email, I am sure it will be even much, much more. But we'll need millions more if we are to help the country rebuild, to provide homes for the homeless, to rebuild schools for the children, to rehabilitate those left disabled, and to help heal so many shattered and broken hearts. So please donate what you can.

Lastly, I am extremely saddened to report that two of our Haitian Lions -- our family -- have perished and other Lions may have lost family members. On behalf of Lions the world over and members of our international board, we offer our sincere, heartfelt condolences and sympathies to our Lions family who have suffered such personal losses.

To our Lions family in Haiti, I commit to you that the Lions of the world will be there for you today, tomorrow, next week, next month, next year, the year after that - and again for as long as it takes.

Special Message from President Wirfs to DG Teams - Year's End Celebration Ginkgo Update

Dear Lion Si Kar,

I am so very pleased to report that our efforts to Move to Grow continue to show very promising results. As we near the end of November, we are crossing a net growth figure in membership of plus 11,000 worldwide, with all areas improving over last month.

These are the best results in more than 10 years, and it's more than double the trend for the same period last year. It's a truly wonderful early accomplishment. I'm especially proud of those DG Teams that contributed most to these remarkable results.

To continue this momentum, I know many of you are working hard on qualifying for the Year's End Celebration Ginkgo Award in which I've challenged districts to grow the average size of clubs by either 2 or 4 members depending on your constitutional area by December 31st.
Since some larger districts would need to have rather larger net increases, I have established an upper cap goal that I know these large districts can attain if they continue their momentum. For your easy reference, here is a link to a listing of all districts and their Year's End Celebration Ginkgo Targets.

My fellow Lions, the results in December will be critical to our year-end success because it's a month that impacts annual trends more than others. I remain very confident that we can continue our success. Why? Because I have heard from so many clubs and districts worldwide, and it's very clear to me that they are moving to grow. Indeed, they are stretching themselves to find new members in new places who will shape our future... moving in exciting new ways to communicate with the younger generation... and expanding their service in this time of growing global need.

But to carry our success into this New Year requires your continued leadership and your inspiration to the Lions of your district.
I know you can rise to this challenge, and I know I can rely on you. But also know that I will be with you along the way, stretching myself and working harder than ever.

In early January, I look forward to recognizing those of you who achieve the Year's End Celebration Ginkgo Award. I will share your success in a special email to Lions worldwide, on the LCI web site and eventually on stage in Sydney if you hold your results through June end.

Month of October was Membership Drive month. We have concluded the Lions In Action Rally with roaring success. 71 out of 72 clubs and 200 Lions, families and friends of Lions in the District participated in this 4 Day 3 Night District event . Meaningful service activities and projects, e.g. environmental projects, health and community project, drugs awareness campaign, diabetes and eyes screening, Influenza A H1N1 awareness campaign, Road Safety Campaign, etc were carried out either independently or jointly with clubs at zone/region level or with Government bodies. The Rally had also received wide media coverage in all Regions of our District. In addition, the Lions as humanitarian of our community were recognized by the local authorities through their kind sponsorship and donations in kinds. My hearty congratulations to Chief Organizing Chairperson DC Dr. Gan Kean Siong, Co-Organizing Chairperson ZC Chee Su Ken, all Organizing Chairpersons and hard working committees from the 7 Regions for your fantastic organizing and leadership skills in implementing the Lions In Action Rally 2009 with roaring success. Well done!

On behalf of our District, I am pleased to welcome 32 new members from different Regions who were inducted in Miri at the Grand Induction Night on 24/10/2009. Fellow Lions, let us not be complacent by this encouraging numbers. We must always strive to do better. As we strive to serve, we touch more people and this improved services will encourage more service minded people to join as members.

While touching on membership, may I urge clubs in the District to look into the future growth and development of our District and our Association by organizing orientation, seminar workshops for potential, new and existing members, for both Lions and Leos, either at club, zone or region level; to enhance them with knowledge, as well as, to develop their leadership skills; as we would not be able to have a bright future when there is no effective leadership. Through orientations and workshops, we equip the Lions and Leos with clearer insight, knowledge and better understanding of our Lions movement, which I reckon would be one of the best way to retain members in our clubs, our District and our Association.

This year our District is working in partnership with McDonald for an on-going Lions Services for Children – Cleft Lip Project. On 30^th November, 2009, the 4 clubs in Zone 7 Bintulu will send Miss Lina, an 8 year old girl, to be accompanied by her father, for plastic surgery in Pantai Hospital, KL scheduled on 2^nd December, 2009. The cost of the surgery and related traveling expenses is around RM 30,000 per patient, which will be sponsored by McDonald. We hope that Miss Lina will be able to regain her self confidence after the surgery and live a normal life. I urge all Lions in the District to support this meaningful Lions Services for Children project, look out for more children with this inborn cleft lip problem, so that we would be able to help them; to share our love, the warmth of our friendship, our healing touch and to bring about ‘smile’ on the faces of the less fortunate.

Yes, Fellow Lions & Leos, the core value of our movement is “Services”. While the holidays and festive season are just round the corner, let us continue with our momentum of “getting our hands dirty” and carry out ‘hands on” service projects and activities for the needy, the less fortunate and make our community a better place in which to live.

Yes, “Together, Let’s Do It!” and Let’s “Move To Grow” for a brighter future for all mankind, as well as, a stronger and more vibrant District 308-A2.

      2009年10月13日下午，刚从从化市中心医院做完当天服务的狮姐狮兄们顾不上休息，来到从化市凯旋假日酒店，因为这里将举行一场简单而隆重的仪式——中国广东狮子会光明服务队与马来西亚古晋艾索拉狮子会缔结国际友好盟会签约仪式。
      下午六点，随着陈惠红队长敲响狮子会会钟，结盟仪式正式开始。中国国歌、马来西亚国歌、狮子会会歌分别奏响，全场会员起立，行庄严注目礼。陈惠红队长致欢迎辞后，在国际理事Ellis Suriyati 狮姐、马来西亚308-A2区分区主席Tan Chung Tak狮兄、广东狮子会会长雷建威狮兄、广东狮子会前会长黄昌伟狮兄的见证下，中国广东狮子会光明服务队陈惠红队长与马来西亚古晋艾索拉狮子会Julie Chong会长签署了结盟证书，并互赠结盟锦旗。全场响起了热烈的掌声！
      随后，全场会员观看了光明服务队的《足迹》，大家深受感动，表示要沿着狮子之路更加坚定地走下去。在交换了结盟纪念品后，光明服务队和所有在场的东南亚国际狮友互赠徽章等礼物，大家互相拥抱，亲如一家！从此，光明服务队与艾索拉狮子会互相学习和交流，共同迈向成长，将狮子精神发扬光大，将更多的爱洒向地球！

光明服务队举办从化市“给您光明看亚运”活动

      2009年10月12日大清早，从化市中心医院三楼的大厅里就排起了长队，原来，由广东狮子会光明服务队举办的从化市“给您光明看亚运”活动将从今天起正式拉开帷幕。从化市身患白内障眼疾的贫困人士从四面八方赶到这里，期盼着能用一双明亮的眼睛去欣赏明年广州的亚运比赛。
      这次从化活动是广州市“给您光明看亚运”活动的重要组成部分,得到了从化市委市政府、从化市残疾人联合会、从化市卫生局、从化市中心医院等部门的积极响应与鼎力支持。广东省人大常委、广东狮子会创会会长郭德勤、广州市人大常委会教科文卫委员会副主任周国生、从化市副市长刘宗静等领导出席活动启动仪式， 1992年巴塞罗那奥运会男子十米台冠军孙淑伟，2004年第28届雅典奥运会男子双人10米跳台冠军杨景辉，广州电视台知名主持人、广州形象大使、亚运志愿者尹捷等社会知名人士参加本次活动志愿服务，并出任“给您光明看亚运”宣传大使。
      在简单的启动仪式后，服务正式开始。在大厅里，狮姐狮兄在维持秩序，协助登记患者资料，在等候长廊，狮姐狮兄们在负责叫号、发药、为患者滴眼药水散瞳以及为他们穿戴鞋套和头套，扶患者进入手术室后，有狮姐狮兄负责扶病人上手术台并协助分发晶体，整个过程有条不紊。奥运冠军杨景辉也来到现场，蹲下去细心询问病人情况，老人握着他的手，不停地说着感谢的话。广州形象大使尹捷还换上手术服，亲自进入手术室为病人服务。
      一群身着绿色狮子会会服的会员们也来到了这里，他们是来自马来西亚、新加坡的国际狮友们。所有的狮友都投入到服务当中，国际理事Ellis从手术室出来，伸出大拇指，不停地赞叹医疗队的精湛医术：“Good!Good!”她一个个与等待手术的病人握手，要翻译告诉他们，不要紧张，马上就可以看到了！她用她的快乐感染着在场的每一个人！马来西亚古晋艾索拉狮子会的张优丽会长则为术后的患者发药，她俯下身耐心地用带着马来西亚口音的白话跟他们叮嘱术后注意事项，用微笑送走每一位患者。
      从10月12日至15日，在四天时间里，从化市“给您光明看亚运”活动共为170位贫困白内障患者成功实施复明手术，其中年龄最大的101岁，最小的12岁。在揭开纱布的那一刹那，他们的脸上露出了久违的笑容！从今以后，他们可以用一双明亮的眼睛欣赏这美丽的世界了！

We have a very good opportunity to have such a great sponsor “McDonald” to help Cleft Lip children to do the plastic surgery to regain their confidence in life. Unfortunately, up to the recent 2nd Cabinet meeting in Kuching, we received only one such case from Bintulu and has been approved by “McDonald”. LCIF has marked 10 years of sight restoration in China, provided sight to more than 10 million kids throughout Asia and is celebrating 25 years of Lions Quest. In addition, LCIF has received a number of significant contributions totaling more than US$2 million to help fund our work worldwide. Our accomplishments are truly remarkable, but there is still much to do in service for others. During this season of giving, I challenge every Lion to think about those whoare in need and answer their call through contributing to our great Foundation.

Large Donations to LCIF Despite Global Recession
In late September, Lion Philip Stern, an attorney and Lions District Governor in District 16-E, New Jersey, presented a US$95,000 donation to LCIF. The case he won claimed that a debt collector unlawfully left messages for consumers without making proper disclosures. At Stern's suggestion, the court approved a

US$95,000 award to LCIF. More recently, during a welcome reception and LCIF seminar on October 26th in honor of LCIF Chairperson Al Brandel's visit, more than 225 Lions from across The Republic of Korea presented their combined 2009-2010 pledge of more than US$1.25 million for LCIF. While it is the Lions of Korea's tradition to present a pledge of donation to LCIF each year when the LCIF Chairperson officially visits Korea, this pledge was more than three times the amount usually pledged.

Disaster Update
LCIF and Lions have responded to a number of large-scale disasters recently. The

Philippines, Samoa and Indonesia have all been affected by natural disasters ranging from earthquakes to typhoons.Updates and other details about LCIF and Lions relief efforts are posted on-line.

Lions Celebrate World Sight in Czech Republic
Lions marked

World Sight Day in Prague on Thursday, October 8. Typically held the second Thursday of October, the annual event is now in its 10th year and has become an international event of Vision2020. With SightFirst funding from Lions Clubs International Foundation, Lions partnered with Prima Visuz and local ophthalmologists to provide free vision screenings to 125 kindergarten children on Lions World Sight Day at two schools in Prague.

Forging New Partnerships, Strengthening Established Ones
A new partnership with The Clinton Global Initiative will work with LCIF and Lions on a cataract initiative in Peru. In total, 7,500 cataract surgeries are to be performed within the Lima metropolitan area. In addition to fostering new relationships with organizations, LCIF is working to strengthen and expand existing partnerships. The partnership with Special Olympics was extended for 12 months through a US$1,000,000 grant to continue the Lions-Special Olympics Opening Eyes Program. LCIF's partnership with The Carter Center was also recently extended to continue work with sight restoration in Latin America and Africa.

China Earthquake Reconstruction Update
Lions marked the year-and-a-half anniversary of the earthquake in Sichuan Province of China with the official dedication of the Peng Hua Lions Village. LCIF Chairperson Albert Brandel and his wife Dr. Maureen Murphy, Second Vice President Dr. Wing-Kun Tam and Lions from China, Hong Kong & Macau participated in the dedication, handing over the keys to 80 newly constructed homes. The Foundation has awarded more than US$3 million for reconstruction projects in the area, and Chinese Lions contributed financially to the rebuilding. Lions provided housing, but also helped rebuild the entire village, which was leveled during the earthquake.

Grants Awarded at Board Meeting

At the September 28, 2009 Board of Directors meeting in New Orleans, Louisiana, 46 grants were approved totaling US$3.1 million for humanitarian projects worldwide. The complete listing of approved grants is on-line.

Braille Illiteracy Increases Unemployment among Blind

Lions have long been advocates for the blind by increasing awareness in communities around the world. One crisis that is in desperate need of attention is Braille illiteracy. Only one in 10 blind children learns Braille today. As illiteracy increases, so does unemployment of the blind. Visit the National Federation for Blind Web site to learn more.

After a long wait, finally the Lions Club of Sipitang has been formed and sponsored by LC KK Central. The Charter Night iwill be held on 14 Nov at 6.30pm at SFI Motel Sipitang. . Thanks to the hard work and strong commitment by President Janny and her hard working members of LC KK Central to assist in gathering a group of service oriented people in Sipitang to form this new club. Lions from Lawas led by President Simon Tay has also worked extraordinary hard to assist in the formation of this Club. Due to it’s geographical location, President Simon has been appointed as the guiding Lion.

Good afternoon!

I am so glad and relieved that President Helena Chai and new member Lion Josephine Kong from LC Tawau Central finally reached home safely last night 27/11 at 21:41hrs. Hurray!

I commend all of you my fellow Lions, Friends of Lions, spouses and family members of the Lions you are GREAT…you are EXCELLENT… You have traveled for more than 1,000km from village to village, town to town, city to city, visiting every Region, every Zone and every club You have reached out to the community, carried out service projects and activities benefiting the poor, the needy and the less-fortunate along the way from your home town to Miri and back from 22-25/10/09. You have demonstrated to the world that we Lions are doers, we Lions are serious and we Lions meant what we said… We are true humanitarian. We are the Loving Individual offering needed services.

Fellow Lions, to organize this Lions In Action Rally in commemoration with the 50-year of Lionism in Malaysia- a District event of such magnitude requires planning, hard work, time, coordination, cooperation and understanding among each other. Please, therefore, allow me to, on behalf of the District, record our sincere thanks and appreciation to:

IP Eberhard J Wirfs has recommended a new program – “Lions In Sight” which he requested every club, every district and every multiple district to organize a major public relations activity during the last 2 weeks of January 2010. Lions have gained worldwide recognition for our work to improve sight, but we are not “insight” of the general public Make yourself visible, while making a difference in your community. Showcase your favourite service projects, said LCI.

Fellow Lions, our Lions In Action Rally 22-25/10/2009 have accomplished the “Lions In Sight” program. The objectives of the Lions In Action Rally:

to create public awareness of the community and humanitarian services carried out by the Lions.
to foster closer tie between the community and the lions in District 308-A2
to build bond of close friendship, relationship, cooperation and better understanding among Lions from different regions in district 308-A2
to promote a good and positive image of Lionism
to work for membership drive, clubs’ extension and retention
to fulfill the International President’s theme ‘ Move to Grow’ and our District Theme ‘Together, Let’s Do It!”.

I am pleased that all the 72 clubs including some Leo Clubs in the Districts have participated in Lions In Action Rally. Again, I am extremely touched by all of you, my fellow Lions and friends of Lions, for carrying out numerous meaningful service projects and activities, whether independently or jointly with other clubs/zone/region or government bodies. eg. Road safety campaign, Influenza A H1N1 awareness campaign, environmental project, Lions service for children project, Lions Quest, sight first project, health and community, diabetes, drugs awareness and educational project, as well as, the final judging of Peace Poster Contest. I am glad that the services and activities of the Lions have been recognized by the local government. And, I also like to record our sincere thanks and appreciation to Deputy Minister of Transport, PDG YB Datuk Robert Lau for the sponsorship of 5,000 car stickers for the Lions in the District and to Deputy Chief Minister of Sabah, Charter President YB Datuk Peter Pang for the sponsorship of 200 Rally T-shirts.

Fellow Lions, please publicize these Lions activities in your local media. Do not feel awkward to blow your trumpet and tell others about the good deeds that we have done. The society and public need to know that we are transparent and accountable to funds raised from them. They need to know the Lions services and programs that have been implemented, not only to improve the current situation but also for the development and growth of our future and the local population as a whole. We also hope that through publicizing the Lions activities would help to induce service minded men and women to join our movement.

In line with IP Eberhard’s calls for growth in recruiting qualified members, spouses and family members to our Association, during this 4D3N Rally, 7 new members were inducted on 22/10/09 at the Region 2 fellowship night in Sibu and another 32 were inducted on 24/10/09 at the Grand Induction Night in Miri. To the new members, we welcome you onboard and to Lionism. To the sponsors, we ask you to please take good care of the new members, cultivate and nurture them as you have pledged. Please make the new members feel welcomed, needed, wanted, and that they are truly involved. Help to develop each one into an understanding Lion of our Association.

For those who have joined in the 4D3N Rally, I trust all of you would agree with me that we have had great time and fellowship together. I salute President Arthur Gan, PP Cheong Choong Choi of LC Tawau Host, President Helena Chai of LC Tawau Central, Secretary Raymond Ha of LC Tawau Mandarin, PDG Cheng Yik Siong of LC Sibu and Lion Andreas Meeks Mape of LC Bau that despite the ‘obstacles’ of car accident, car broke down, flat tyre, etc they still continued the journey with full Lions spirit. I too, salute the Lions and friends of Lions for the assistance and care extended to our Fellow Lions at the time when help and concern were most needed . I am glad that all the ‘conflicts’, if any, in organizing the Lions In Action were replaced by ‘joy’ and “laughter”. We learnt ‘to be more understanding, to tolerate, to help and care for one another, and to work as a team. We are brothers and sisters, and we are truly Lions from one big family.

Fellow Lions, Let us unite together as one, Let us serve together towards our common goals and objectives, and continue our momentum of “Move To Grow” for a “Brighter Future” for our community, our district and our association..

Since the Lions Club was established, Lions have been dedicated to giving back their communities.
Lions are committed to improving the lives of those less fortunate, around the world and right at home, through the Lions Clubs International Community and services programs.

The LIONS NURSING HOME, established 17 years ago is one such programmed. It is a joint project of the 14 Lions Clubs in Kuching, Serian, Bau and Kota Samarahan. The Home provides nursing care to 56 aged residents and employed around 50 full-time staffs. Our operation is heavily subsidized by donations and fund raised through our annual food fair.

The success of the management of LIONS NURSING HOME depends on the donations and
contributions from well wishers. Presently we have 56 residents at the Home and the new additional
expansion of another 30 beds is now under construction and expected increased of nursing staff and
nursing aids will further increased our operation costs and its building cost estimated RM 780,000.

In this respect, the Management of LIONS NURSING HOME would like to appeal for your SPONSORSHIP in term of cash donations or kinds/SET UP STALL to our LIONS NURSING HOME FOOD FAIR.

自创办狮子会以来，狮友们反应热诚，尽心尽力的为社会服务、回馈社会。通过

District Leadership Team Message from International President Eberhard Wirfs

Dear Lion Si Kar,

As your president, it is my pleasure to report to you the great achievement of the association during the first two months of this fiscal year. Breaking away from all trends of the previous years and generating a momentum to MOVE TO GROW, we have chartered worldwide 370 new clubs during July and August 2009, a three-fold increase over the same period last year.

It would not have been possible to set such records had it not been for the hard work and dedication of Lions at every level in all constitutional areas. In recognition of these results, I'm pleased to announce that 58 districts and 2 undistricted areas stretching from Germany to California, and from Switzerland to China, earned Quick Start Ginkgo Awards. And even more may be confirmed soon. Overall India was the top country worldwide with truly remarkable results.

However, the positive numbers alone do not tell the whole story. What's even more important is the way we are moving to find new members, to form new types of clubs, and to plant new ginkgos where opportunities didn't even exist until very recently.

Let me share a few of these special success stories:

In North America the number of new clubs doubled over last year largely due to the extension workshop initiative, with 11 district governors establishing at least 2 clubs.
In China, a total of 16 clubs were formed in Qingdao, which will soon be our fourth district in China. New clubs were also formed in Beijing, Shenzhen and Guangdong.
Our second club in Iraq and also two more clubs in the Ukraine were formed - a clear sign that the helping hand of our service is being embraced in places we never imagined.

But while I'm very pleased with the results, I'm sure you will agree that we cannot rest on our early accomplishments. There are 10 more months to go in our year, and there are millions more people awaiting the warmth of our friendship and the hands of our service.

To help us maintain the momentum, I'm announcing a new ginkgo award challenge called the New Year's Celebration Ginkgo. The goal of this new challenge is to grow membership of existing clubs, save and revitalize struggling clubs, and overall improve the retention of existing members worldwide by December 31, 2009.

Below are the targets set for each constitutional area. As you'll see, the goals are easy to understand and achievable with a little hard work and effort. Now is the time to get started by motivating your clubs to participate in the traditional October Growth Award campaign, by organizing membership drives, by saving clubs from suspension, and by involving the entire district team in providing help to clubs looking for new ideas and inspiration.

We have the tools, we have the knowledge, and we have the people in our GMT and DG Teams to lead the work. Now we only need more action. Just imagine if our 45,000 existing clubs added one or two members in these next four months before the New Year. I know we can do it.

I also encourage all of you to continue working on extension. We are on target for a record-breaking year with new clubs if we keep up the momentum. And just like the many of you who received Quick Start Ginkgo Awards, you will also have the opportunity to earn Presidential and Leadership medals for new club extension throughout the year under the Move to Grow awards.

Meanwhile, I look forward to honoring our district leaders who earned the Quick Start Ginkgos at the upcoming area forums. We will also be recognizing these recipients - including future recipients of the New Year's Celebration Ginkgo -- in the LION, on the web site, and even at the convention.

Move to Grow Special Highlights

New Year's Celebration Ginkgo - The goal is to increase the average size of existing clubs, understanding that this will involve bringing in new members, solving retention problems where they exist, reviving clubs at risk of suspension, and bringing a spark of new energy to clubs which are ready to Move to Grow.

The award criteria are simple: Each district that increases its average club size according to the targets below in existing clubs by December 31, 2009 will be honored with the New Year's Celebration Ginkgo Award. Recipients will be recognized in the LION, at the convention and also on the LCI web site. The targets listed below for each constitutional were based on the average club size as of August 31, 2009.

The average new club size excludes new clubs and charter members from this year because the focus is on helping our longer-established, existing clubs.

All clubs can grow if given the right encouragement and helpful advice.

There are many ways they can MOVE TO GROW - by inviting more spouses and women through the "We Need You" campaign, by organizing recruiting campaigns utilizing LCI's best practices, by working on retention issues and identifying those who may need special assistance. Even having existing clubs form new club branches can be a winning solution.
The important thing is to ask your club presidents to identify a few Lions in each club to take up the challenge. We know there are Lions are willing to accept such challenges - all we need to do is ask.

If we are successful in growing our clubs in the next few months, we will not only be making history for LCI but also a brighter future for the millions of people who need our service.

Dear All,

We have about six more weeks before our flag off day for the Lions In Actions Rally. I presume that all of us are quite exited about it. As for me I am very happy to note that most of the Lions are getting busy in their respective areas be it flag off, stopover lunch, dinner fellowship or the grand fellowship night in Miri.

I am here just to remind you in case you have missed the instruction that I posted earlier. I am yet to receive news from the in-charge for Kuching and Kota Kinabalu flag off points.

We want to know how many vehicles and Lions are participating in this event. Similarly for all the other flag off stations, we need the figures above for the rally’s night stopover stations to organized accommodation and dinner function. For Sibu, Bintulu, Keningau and Limbang please kindly give us your accommodation arrangement and dinner fellowship detail as soon as possible. ( Name of hotel and room rate)

We know it is quite difficult for you all to arrange the above as most of the Lions still unable to decide on the number of participants and vehicles. So please kindly communicate with each other or with me to facilitate the arrangement.

All concern kindly make your own banner with the simple Rally Logo I gave earlier( will give again to you all). You may print your own T shirt car stickers with the similar logo. As for the car stickers kindly indicate from which team you are A1, A2, A3, B1, B2 or at least the name of your club and with running number if possible. As for the ‘T’ shirt DG prefer white ‘T’ shirt with apple green collar and logo around the pocket area for uniformity.

If you would like to participate in the road safety campaign, you can either print your own campaign stickers or get somebody to print in buck and purchase from them which will be much cheaper.

Please kindly arrange your own police permits for the convoy if necessary.

Please also get people from the media to join in as one of the goals is publicity for the Lions Club.

I have prepared a simple enrolment form for those participating in convoy. You can use it if it is useful to you.

With regards to Peace Poster Contest, please be reminded that the deadline for the application is (5^th of Oct 09). I would also encourage the Presidents to release the news of this event on the local newspapers as soon as possible, if your clubs have not already done so, as this is a good way for the public to learn about our charitable work on the issues of World Peace.

Also, most importantly, please note that the deadline for the submission of the Winner Peace Poster of your club to our District Governor is strictly on 10 October 2009. It is encouraged that you submit the Winner Poster of your club 5 days before this date in order to avoid missing the deadline.
